Removing steering stem

I'm redoing a '73 750GT. The steering stem tube (steel) is afixed to the lower triple clamps (aluminum). I can't see how to remove it. At the bottom where it protrudes through the triple clamp, the tube is deeply notched with a square cut. Was this meant to take a tool for tightening the stem into the lower triple clamp? I can't tell if the tube threads into the triple clamp.
Also, looking very carefully at it, there appears to be a spring ring around the stem at the bottom.
About halfway up the stem is a oval hole, like one might use for a spanner to hold or turn the stem.
The parts book does not show anything.
Anyone have an idea how to remove this? Is it screwed in? Pressed in?
