gear shifting

Hi,
well closed up the case of my darmah, started to assemble the clutch and then I decided to check if I can switch to neutral, well guess what. I cant

If I spin the inner basket of the clutch the sprocket shaft will spin as well, no matter how much I try to play with the gear shifter nothing helps. The gear shifter lever goes up and down just a bit and wont shift the gears,
any suggestions on what to do? is it ok?(i guess not)
