I have acquired a 1962 TS175 narrow case in a very rusty state, its a spanish import, but was in built in spain? Frame number 51456 engine number 51363

Yes, Dave. 50*** is the frame sequence for 175TS built in Spain 1960-67. You should find that the frame number is preceded by "MD" = Mototrans Ducati.
