narrow case scrambler fram

Recently purchased a nearly restored 250 srambler. The frame "loop" behind the seat has been removed at the junction with the shocks. In looking at ebay pictures of unrestored Ducati scramblers this seems common. Was this a weakness in the frame or did off-roaders have an incentive to do this? Can it be replaced?
