Stamping new foil frame I.D. tags

I was wondering, when stamping a new foil frame I.D. tag, what do you use for a backing, or do you stamp it on a hard surface? I am going to purchase a new tag, (although the legible tattered original was in a box of parts I got with my 1966 250 Scrambler), also I see where these are glued on...any recommendations on what type of glue to use?

I use hardwood under the stickers I stock in the Bevel Heaven store. No glue needed.
