GTS seat buffer

On the RHS of my seat there is the locating pin on the frame with a corresponding hole in the seat pan,is there supposed to be a rubber cone on the pin to support the seat front?.
Just nipped down to the garage to check mine. There is a conical rubber as you describe, it's a bit squashed but measures 17mm at the top, 24 mm at the bottom and is 13.25 mm tall, ID to fit snugly on the pin.
